I am not sure if XTV Suite 5.8.6 is still being developed. With a two way simulcast, you will have to use a software receiver at each site. For the simulcast software receiver you'll want something like the XTS-8181 from Axle. For a phone, you might want to use the XTS-8180. Both receivers can do playout and can play OTA TV. For a phone, you'll need an HDMI-CEC TV to be able to use both receivers at once. You can use the two receivers to your advantage. Say you only want to transmit a few channels. You can use the playout functions to play those channels on the two receivers simultaneously. You can then record those channels with the other receiver. You can then play the channels from the receivers at the same time on your TV. As long as both receivers are tuned to the same channel, you can choose to view from either one or view from both. If the issue is a two way simulcast, then I suspect you have a problem with the delay from one of the two receivers to the other, so you'll need to compare the delay of the two receivers to each other, and see if one is "too late" or "too early". You'll also want to see if the source for both receivers is the same - a DVR, cable or satellite box. Is the delay constant or varying? Is it different for the same channel on different receivers?
